Three bills of interest to New Mexico and Mesilla Valley stalled at last minute in congress. One sought 89,000 dollars for a Rio Grande canalization survey from Caballo Dam to El Paso, but was not taken up by the House. Another aimed to distribute power revenues on federal reclamation projects, creating a government operated system independent of irrigation. The third sought extension and definition of the Navajo Nation boundaries in New Mexico.

Washington reports a highway program grant of about 2.94 million dollars for New Mexico excluding forests and Indian roads. Forestry highways get roughly 523 thousand, forest trails 100 thousand, and public lands roads about 198 thousand. The act signals a shift to fifty fifty federal aid in general, with public land states joining a 65 percent federal share and 38 percent state match. New Mexico could total around 1.997 million next year if it provides about 1.223 million in matching funds.
