In New York City Governor Roosevelt signed a bill creating a Tenth Municipal Court District with two Negro judges. The measure, a decade-long goal for Harlem’s 300000 residents, adds boundaries around 110th to 155th streets and 125th to 114th streets with about 75 percent colored residents. Two Republican and possibly two Democratic candidates are expected to be colored. elections occur November 4 1980. The move could trigger large enfranchisement and turnout among Harlem’s racial group.
