The North Texas Municipal Water District informal approved Richardson’s request to join the district. A formal petition by at least 50 residents will trigger Texas Water Rights Commission review and possible public election.
Gov Preston Smith begins implementing the 1971 amendment by adding two Houston figures to the Texas Turnpike Authority board. Joe H. Foy of Houston Natural Gas and Cyril J. Smith, Houston attorney, join the expanding board now at 12 members with a non Dallas-Fort Worth origin required. Both men hold law degrees and are charter fellows of the Texas Bar Foundation.
Raymon Bynum of Richardson ISD says the district has a two week window to deliver 5 million in school bonds issued to Chemical Bank of New York and due January 11. A federal ruling on local property tax collection delays certification by the attorney general, risking bond approval if a new state financing plan is not in place by January 25.

The 1972 Richardson Chamber of Commerce will be aggressive, workable and worthwhile says newly elected president Tom Blakey. A group of executives led by Texas Power and Light district manager will include Frances Powell, Dick Holland, Dr. J. C. Boley, Tom Means and Art Gregory. The 1972 board features Eveleth, Higginbotham, MeJunkin, Sekanick, Stone, Taylor, Hensley, Lowe, Scott, Stephens, John Taylor and West. Blakey vows to stress development to broaden the city tax base and aims to add one major industry each year.
Dallas and Richardson officials challenge a Texas law requiring financial statements from all city board and commission members. City leaders say the measure burdens volunteers while lawmakers debate scope and application to municipal bodies and nonpaying positions.
Richardson issues 1972 dog tags for pets at City Hall cashier or Richardson Animal Shelter. A 1966 animal control ordinance requires annual rabies vaccination and a $1 tag fee. Cat owners are exempt. Rabies certificate must be current before tag sale.
