Unusual procedure used by Committee on Aging

In Austin a Texas Governor's Committee on Aging allegedly spent nearly 236000 in federal grants without proper notice. Bowen and Kindle approved funds for Abilene and Austin via a grant review panel and phone poll, while the full nine members did not meet. The action draws on Open Meetings Law and a 1942 ruling that official acts require in-person consideration. Several other elderly projects were left unfunded due to limited funds.
