Richardson plans no strong resistance to Dallas proposed water rate increase. Assistant City Manager Ted Willis says staff finds the rate equitable and will not join 18 other cities in hiring a utilities analyst. Dallas aims to implement new rates by Feb 1 and holds a suburban rate hearing Jan 24.
