Voters approve five bond measures totaling 11.5 million dollars while rejecting two proposals for a recreation center and a service center. Figures show Prop 1 waterworks and Prop 2 sewer work passed, Prop 3 street taxes, Prop 4 park bonds, Prop 5 fire station bonds, with Propositions 6 and 7 defeated.
Editorial notes only about 1500 of Richardson's 15 000 to 18 000 registered voters turning out to approve 5 795 000 in tax bonds while less than ten percent supported two other bond items for service center and recreation center improvements. The University of Texas at Dallas announced three resident Ph.D. awards. Dr. David Winningham earned a degree conferred by Texas A&M University with a focus on magnetosheath plasma penetration to low altitudes under supervisor Prof. Walter J. Heikkila. Dr. William E. Brasher received a degree from North Texas State University studying the night-time ionosphere with Prof. William B. Hanson. Brasher is with Texas Instruments. Dr. Wulf Gose completed a Southern Methodist University award under Prof. Charles E. Helsley as he joins NASA Manned Spacecraft Center’s Lunar Science Institute in Houston.
A freak electrical arc on a 1100 block Greenville Ave utility pole caused a brief blackout in Southeast Richardson yesterday around 10 o clock. About 1600 TP and L customers were affected, with 200 restored within minutes and the last 100 back by 10:18. Most impacted area was Buckingham township south of Belt Line between Plano Rd and Greenville Ave. The fire was blamed on dust on damp conductors.
High winds and a sweeping dust storm hit North West and Southwest Texas. Gusts reached 74 miles per hour in El Paso as the dust cloud moved east, reducing visibility to about one mile at San Angelo and one and a half miles at Waco by nightfall.

Mountain View College new westside campus near Grand Prairie drew strong rebukes at the Dallas County Junior College District meeting. Carie Welch urged architect review after design flaws and poor lighting, while Dr. Bill Priest defended progress and predicted a brighter April 18 open house. Enrollment figures show Eastfield at 3,350 and Mountain View at 1,921. A temporary postal unit will close Friday due to low business.
City Plan Commission will hold a public hearing on Zoning File 7029 for Henry H. Dickerson Jr requesting LRM 2 on 9.66 acres between Alma Rd and Central Expressway. A hearing date for Zoning File 7034 by Hardie C and Sidney M Cole for a baseball batting cages and two lighted mini golf courses is also planned. Final plats and site plans for Woodhaven addition Arapaho Office Building and Dunkin Donuts Northrich Village are on the agenda.
Vice President Spiro T. Agnew urged Republican governors to close ranks behind party allies in office during a breakfast meeting at Sun Valley Idaho. He defended his campaign tactics and said blame assessments are not needed.
