City Council schedules an 8:30 p.m. meeting to receive the election judge's report and announce totals for the bond election. Voting runs 7 a.m. to 7 p.m. next Tuesday at the new public library, with absentee ballots at City Hall through Friday.
A public discussion at the School Administration building will address learning disabilities in children. Dr. John R. Moss and Dr. W. E. Aston will lead the talks from 7 to 9 p.m. Parents can ask questions. RISD operates under Plan A with resource classrooms and teachers for disabled learners. About 10 to 15 percent of the 30,000 students attend part or all of the day based on needs.
The Texas Employment Commission ruled that 76 ex-employees from Collins Radio are not eligible for unemployment compensation during the period of special pay after their August layoff. The TEC said the payments were wages in lieu of notice, not severance, reversing earlier boards. Some contesters may pursue Dallas courts.
The Richardson Rotary Club approved a resolution supporting the city bond issue in a meeting yesterday after Mayor Ray Noah outlined details. Eligible voters are urged to cast their ballots next Tuesday for the Dec 15 election.
The Senior Citizens Club holds its annual Christmas Party Thursday at 1 30 in the Dallas Federal Community room. A vocal quartet led by Betty Shifflett and Harry Shifflett will perform Christmas pieces and lead carols, with Karen Shifflett on guitar and Candy Cutler on flute joining for a medley. All seniors are invited to attend.
UT Dallas system regents approved C. E. Enright & Sons of Dallas to build a 25350 square foot annex to the Founders Building after receiving 12 bids. The base bid was 699500 dollars. The two level auditorium and food service areas will free space for classrooms. Regents also approved a campus master plan by The Oglesby Group Inc.
Biology faculty Walter Harm and Dimitrij Lang at the University of Texas at Dallas won National Institute of General Medical Sciences Career Development Awards for 1971. Each received over 24000 dollars effective Jan 1. Harm will study ultraviolet effects on viral and bacterial genetic material. Lang will pursue quantitative morphology of DNA.
Cotton Bowl Council previewed plans for the 1971 parade to media. The annual New Year’s Day event will feature marching bands glamour queens and floats. For the first time the hour long telecast will include downtown stops for on the spot performances by the Sound Generation.

Richardson Independent School District trustees accepted a $2,424,729.34 bid from Emcon Inc of Sherman for Westwood Junior High School at Arapaho Road and Meandering Way. The project includes 26 classrooms, labs, gym, cafeteria, and a vinyl covered bleachers option.
The president aims to curb wages and prices while reports note his $100,000 salary and free housing. A law bans cross dressing, seen as unfair to women. The government earmarks $10 billion for mass transit, though Mass attendees must provide their own transport.
The Richardson Symphony Orchestra invites a piano solo by Jean Browne a SMU student and former Richardson Harpsichordist for the December 15 concert at Richardson High School Auditorium at 8 p.m. Browne renowned for multiple awards and performances with the Dallas Symphony and Texoma Young Artist competition. Admission is by membership or donation at the door.
