Jail Break at Richardson Jail Sparks Investigation
A prisoner Herman Edward Casey escaped from the Richardson city jail using an air vent and duct system then lowered to the floor with a blanket and left through an outside door. Police continue the manhunt as other crimes including a motor vehicle break in and forged drug orders are investigated.

The first annual toad and frog races at Richardson's Southwest Center for Advanced Studies drew a fast field from Collin and Dallas counties. Flag flown over Capitol presented to Richardson YMCA
Commander A D Perez of Richardson VFW Post 8627 presented a flag flown over the Capitol on June 21, 1969 to the Richardson YMCA. The flag came with a certificate signed by architect J George Stewart and was previously given to Ed Ellis, executive director.

Texas Traffic Law Changes Highlight Tanked Provisions
State lawmakers enacted broad changes effective September 1, including implied consent breath testing for arrested motorists and stricter slow moving vehicle rules. The 12 month vehicle inspection cycle raises fees, shifts the sticker location, and adds emissions checks for newer cars. Other measures address tire studs, slow moving vehicle emblems, speed racing bans in private lots, and stricter clearance rules. An officer accident report becomes public from 1970 upon fee payment.
