Tips Must Be Lowered Declared Hotel Men At Congress

A Rome dispatch to the Times reports the Hotelkeepers Congress has closed its session in New York and approved a plan to regulate tipping. President Herr Hoyer of the International Association of Hotelkeepers cited German efforts to end tipping, urging regulation instead.
