Washington March 19 final vote on ratification of the peace treaty neared as the Senate adopted a modified reservation preamble requiring no prior objection by allied powers. Republican and Democratic senators clashed over Article X and Gerry’s Irish reservation amid charges of political maneuvering and self determination disputes.
In Baltimore on March 19 a racial incident led to a three hour siege as W. A. Scott, a black man, fought a barricaded house with police. Shots wounded two officers and a number of bystanders, while one man was captured and later released by white supporters. Authorities blamed fears of dissection for the mob’s brutality against whites.
A Reno quartet travels to Sacramento tomorrow to press for a river route as the linking segment between California and Nevada on a proposed transcontinental highway. The Nevada delegation will urge the Verdi to Trackee corridor as the best path, backed by resolutions from the Reno Chamber of Commerce and Nevada Highway Association.

A major Reno deal transfers controlling interest of the Odd Fellows building at Second and Center to the Nevada Life Insurance Company from the Nevada Fire Insurance Company. The value is near 250000 dollars, with the building built under ten years ago at about 1850,000. The Nevada Life plans expansion into other states, excluding New York due to a 50000 restriction, and may buy remaining minority stock. It already has a long lease and keeps headquarters in the building. The company’s officers are John Etchebarran president, Dr Charles Mooser vice president, R Longnecker secretary, and T C Longnecker treasurer. The transfer follows Nevada Life’s growth since 1919.
Washington March 19 Bainbridge Colby’s nomination as secretary of state was favorably reported by the Senate Foreign Relations Committee without a record vote. The committee’s action signals likely Senate approval amid expected debate. Short discussion preceded the decision and Colby’s testimony yesterday reduced need for further witnesses.
Reports from Republican conventions across eighty six counties show sixty two counties did not endorse a presidential candidate while twenty seven instructed their delegates to vote for Leonard Wood at the state convention. Five counties endorsed Frank O. Lowden and two backed Hiram Johnson.

Washington reports President Wilson expects pituminous coal operators and miners to work out contracts for the new coal year starting April 11 on the basis of the majority settlement report. Attorney General Palmer said the minority report would be submitted with the majority to influence proposed conferences between operators and miners. No conference date has been set.
