In Cork Irish city police fought to quell riots with clubs but machine guns were used on Sinn Feiners after authorities failed to restore order. One rioter killed, others wounded, and a police inspector seriously hurt as clashes continued. Later reports tallied about thirty injured with several officers reporting narrow escapes.
British forces pressed along the Aisne front amid limited official reports, carrying out night raids that captured 400 yards of frontline trenches near Biaumont Wood east of Lens and struck near Hultuch Rocux Wendhuilie and Warneton. The Associated Press notes renewed activity across northern France with several raids increasing German nerves.

A decree will appoint a minister of food and supplies responsible for providing textiles shoes soup and kerosene. A fund will be placed at the minister's disposal by the senate. The ministry may manufacture goods directly and provincial organizations created by the Provisional Government will distribute manufactured articles in addition to disbursing food.

Washington reports President Wilson issued an executive order creating an exports council to administer embargo provisions of the espionage act. The council includes the secretaries of state agriculture commerce and the food administrator. Coal and grain to be first placed under export control with rationing plans for European neutrals and the food administration handling most exports. Redfield said operation will begin within forty eight hours.
Amsterdam June 25 The Berliner Tageblatt condemns calls for a separate peace with Russia. It argues such a move would not end the war, as Britain France and the United States would likely persist, leaving Germany to bear Russia's financial burden without guaranteed supplies in return.

June 26 report from Peking says Gen Chang Hsun, ex-governor of Anhwei and head of the military government, travelled to Peking after the president dissolved parliament. Southern provinces in revolt telegraphed they would accept a settlement, but administrative affairs are disorganized with no cabinet. Parties promise a new election, with no military interference.

Debates focus on allowing manufacture of malt liquor and wine while opposition grows to extending controls to beer and distilled spirits. Senate leaders move to expedite. amendments aim to broaden government control of iron oil petroleum and other key materials. Senator Chamberlain supports extending control to basic materials and food.
In Boston on June 25, Augusto Ciuffelli a former Italian cabinet member now with the Italian mission told the Associated Press that more than 1,000,000 tons of neutral shipping lay idle in belligerent harbors. He blamed greed for delays, urging Allies to raise port duties and deny bunker coal to ships avoiding cargoes through danger zones.
