New York June 13 Soviet Delegate Andrei A Gromyko firmly disagreed with a compromise plan to refer the Spanish question to the General Assembly and did not veto. The Security Council adjourned with Spain still undecided as debates continued over action versus referral. The plan was backed by the United States Australia France Poland China Brazil and Egypt.
