Paris June 8 AP A push to break the Berlin deadlock in the four power foreign ministers council gains headway in western circles. Britain withdraws its first team as Bevin leaves for a Labor conference but plans to return tomorrow. Western plan calls for special commissioners to work on currency, Berlin access, and east west trade. The council has produced only broad differences on German reunification and Berlin administration. Russia seeks a 50 50 voice in Berlin control and western delegations may adjourn the council for three months. A limited set of issues would go to deputy ministers for informal talks.
