Washington December 17 The American battle squadron returning from Europe may not reach New York until Christmas Eve due to delays departing the British base. Secretary Daniels said he would know Friday exactly when the ships might be expected in New York.
New York announced a course in musico therapy for invalided soldiers with nervous diseases and shell shock. It aims to show musico therapy's role in vocational education and occupational therapy, detailing specific agents and vibratory musical massage for curative results. Paris December 17 President Wilson will call on King Victor Emmanuel during his Italy trip marking a second meeting with the Italian monarch The first encounter has been arranged with the Italian embassy in Paris and the President is expected to visit the Italian embassy in the capital London meanwhile reports of an American squadron at Pola are unfounded according to the Italian embassy in London
Governors from Pennsylvania Nevada Arizona Washington and others discussed postwar policies on education labor land and agriculture at a conference in Annapolis. Compulsory arbitration to reduce strikes and dynastic anti sabotage laws were urged, with calls to widen English instruction and enforce youth attendance.
In Luma Peru on December 17 Joaquin Miro Quesada, president of the senate, said the Anean treaty conditions cannot be fulfilled, especially the plebiscite, as many Peruvian residents in camured provinces have been expelled. The Mayo Institute vaccine to inoculate 100 persons was received by Dr. Ruediger at the state hygienic laboratory. It is now available to doctors for use while supplies last. Rosonow vaccine is government authorized and used in army camps, with tests claiming it to be the best yet.
Paris Dec 1 After talks in Paris President Wilson notes the peace conference cannot begin before the new year. The American mission will settle in by year’s start, while informal groundwork continues. He aims to meet key delegates to ease tensions and reach an acceptable agreement before adjournment.
Several hundred boys and girls marched through Berlin on the soldiers and workers congress day to press for votes at 18, abolition of school corporal punishment, and youth participation in government and schools. They urged removal of Premier Eberl and Schkiedemann, opposed the national assembly convening, and threatened a juvenile strike if their demands were not met.
Paris dispatch reports Spanish investigators forwarded their inquiry into the shooting of French prisoners of war at Langensalaan. The probe says the prisoners had built a theatre and partially tore it down before German sentries opened fire, finding the German response unjustified.
Athens dispatches say Smyrna faces a critical situation with armed bands in the town. Young Turks have posted gunmen, and the Allied fleets have bombarded the area as relief efforts unfold.
The report from Budapest states Marshal von Mackensen commander of German forces in Romania has been interned by the Allies demand. Hungarian authorities informed German leadership that the action was requested by Allied powers. Additional Budapest dispatches claim Romanian forces have disarmed and interned Mackensen’s rear guard.
Washington Dec 17 Chairman Hays of the Republican national committee issued a call for a Chicago meeting on January 10 to discuss the general situation and lay plans for the future. He said Republicans feel they have won a tremendous victory and realize that opportunities bring responsibilities.
In Rome on December 17 changes were reported in the Italian peace delegation. The Tribuna lists Vittorio Orlando as premier, Sidney Sonnino as foreign minister, Francesco Saverio Nitti as minister of the treasury, Leonardo Bergamaschi as reform Socialist leader and minister of military aid and pensions, Gen Armando Diaz as commander in chief, and Vice-Admiral Paolo Thaon di Revel as former naval chief.
A wireless dispatch from Jassy reports King Ferdinand has asked M. Bratiano former premier to form a national ministry. It is said Bratiano will form a coalition cabinet with Conservative Party support.
Berlin report quotes Friedrich Ebert saying there is no legal way to force surrender of former emperor William II. He emphasizes German separation from the Kaiser and advocates fixing guilt for the war to prevent future blame. Ebert warns of bread shortages and warns that Russia’s upheavals influenced Germany’s collapse.
Special to the Gazette Carson City December 17 Nevada will not go dry until 12 01 tonight as the supreme court completed the vote canvass late yesterday The declaration of the official vote makes the initiative measure a law and it takes effect at 12 o clock on the morning following the declaration The court noted minor changes in the canvass but none altering the result and earlier unofficial reports.
Paris Dec 17 Poland has severed diplomatic relations with the German republic. Poland's director of foreign affairs delivered an official note to Count von Kessler demanding the entire legation staff depart immediately due to German activities and Bolshevik support. Von Kessler replied that he and his staff would leave Poland by the shortest routes.
An English squadron bombarded Bolshevik positions along the southern coast of the Gulf of Finland, the Esthonian army headquarters reported. Bolsheviks were weakened and the Esthonian mobilization was said to be progressing satisfactorily.
Zurich December 17 report says German troops near Cracow fired on Russian prisoners who refused to work, killing six and wounding seven. The story cites the Stuttgart Tageblatt and notes the incident followed the armistice.
