Spain's Answer Reaches Washington in Ten Days

A long Spanish reply to U S peace terms was received at the French Embassy in cipher and was being translated. The message arrived around 8:20 p m and the embassy staff began the work, with details uncertain as to acceptance or conditions. Spain's Reply Delivered to French Foreign Minister

The Spanish Ambassador presented Spain's reply to the U S peace terms to M Delcasse in Paris this morning and it was wired to Washington. Five translations exist in the Madrid to Washington transmission four of them cipher. After a cabinet meeting last night the response was reduced to the Spanish cipher and sent from Madrid to Paris.
