Chicago August 2 Dr Robert S Barrett grand exalted ruler of the Benevolent and Protective Order of Elks outlined a plan at the national war conference to raise more than 36 million dollars for veteran rehabilitation. He cited Alexandria Virginia judge No 758 which has a five member rehabilitation commission with three year terms and proposed an appropriation of 10 dollars per member to fund its program.
