Paris dispatch reports the Spanish cabinet to meet today to draft Spain’s reply to the U S terms. It is believed Madrid will accept once hostilities suspend in the Antilles and peace could be achieved before August 15.
Reports from Porto Rico and Europe describe the Iberian conflict as talks in London consider Philippine fate, Cuban debt payment, and troop repatriation. U S forces push toward San Juan with Miles and Shafter guiding operations as Spaniards face retaliation and hot weather in Puerto Rico.
The United States transport Zafiro anchors outside Liceman Pass and reports no American or insurgent advance on Manila as of July 29. The third San Francisco expedition was expected to reach Cavite by the evening of July 29.
The War Department reports the transport Cherokee with General Schwan and part of his brigade landed at Ponce on July 30. The remainder were expected to arrive soon.
Washington announces the note to Spain will not be made public today though the President gave the announcement. He did not say whether the withholding will last until Spain’s reply is received.
Madrid dispatch accuses McKinley of maneuvers to force peace terms while Russia France and Germany back Spain in delaying American influence in the Philippines. In Manila Merritt plans joint U S Navy Army demand for surrender, risking a clash with insurgents as Cavite troops converge.
In Wasurvetox on Aug 1 Secretary Alger and Secretary Long confer with the President over a serious Philippines situation. They have received important dispatches from General Merritt and Admiral Dewey. Alger declines to reveal their exact nature.
The transport Michigan sailed from Port Tampa Aug 1 and crossed the bay bar with fresh meat for General Shafter's army and other supplies. General Enrique Collazo, Commander in Chief of Cuban cavalry, is aboard and will command his forces in Cuba again.
