CHARLESTON AP Several homeless West Virginians will find a home soon at an abandoned Air Force site in Guthrie Kanawha County. Multi Cap Inc a five county social services agency announced plans Monday to develop the abandoned U S Air Hess radar site. About 75 homeless people families single mothers disabled and domestic violence victims will be eligible for the transitional time. We re extremely excited said Paul Skaff Jr executive director of Multi Cap. The staff worked extremely hard on it. We kept our fingers crossed that the federal government would approve it. Homeless people may live up to two years at the complex paying 30 percent of their income as rent. The development also will offer residents services including job training life skills household budgeting day care and transportation. The 7 1 2 acre property outside Charleston is the site of 17 houses. All need repairs. Skaff said he believes 3 5 million is needed to repair the homes and establish utility connections. Some houses need to be empty while others might have to be torn down and rebuilt et on. The agency's goal is to complete seven houses in the first year Skaff said. Several grants are being sought to finance the project. Multi Cap and about 50 000 from Charles to The federal General Sevente Administration looking to unload what it considered surplus property granted the agency a 30 year mortgage for 1 a year.
