Beckley mayor frames suit as trigger to grab PSD attention
Beckley mayor Emmett Pugh III said the town’s suit against the North Beckley Public Service District seeks to force payment of 820000 plus interest for unpaid sewage fees. The city claims the district owes 820447.76 since 1994 based on flowing rates, while the PSC study supports 1.26 per 1000 gallons as true cost. Maxwell Hill residents worry they will bear the burden, and Pugh notes broader subsidies to North Beckley customers. The council also approved a $10,575 air hammer bid and a $25,614 grant to interconnect police records computers across area departments.

West Virginia panel backs new appellate court and appeal rights
The Commission on the Future of the West Virginia Judicial System urged a six member intermediate appellate court below the Supreme Court to hear workers compensation appeals and agency appeals, and to allow prosecutors to appeal pretrial rulings. It also supported partisan judicial elections and a possible family court with juvenile cases, abuse and neglect, domestic violence orders, adoptions, and divorces. Decisions would still be appealable to the Supreme Court. Workers comp appeals, now to the Supreme Court, numbered 1,708 in 1997 and over 2,000 expected this year. The panel will submit its recommendations by December 1 with a legislative decision due in January.
