Clean air rules spark WV job loss debate
West Virginia faces a dispute over EPA ozone rules with a 1996 study predicting 1,200 to 9,300 manufacturing jobs lost due to higher electricity costs. EPA predicts net job gains locally, while analysts caution uncertainty. A separate EPA projection suggests about 1,150 jobs created and a 430 coal mining job decline by 2007.
