The House poised to vote on a constitutional amendment to allow student led prayer and broadcast prayers in public schools. Rep Ernest Istook argues it clarifies government neutrality, expanding school personnel freedom to express beliefs during official events and in classrooms.
Since 1990 most local governments relied on the state Cable Television Advisory Board to review rate requests handle complaints and negotiate franchises.
