Washington reports a surprising 83 billion fiscal year surplus, the first black balance in nine years. Receipts totaled 187.8 billion with outlays at 184.8 billion. Individual income taxes surpassed estimates by 2.8 billion while corporate taxes lagged by 1.4 billion.
In Hyannisport crowds cheered as Senator Edward Kennedy attended Mass after the fatal Mary Jo Kopechne accident. Telegrams urging him not to resign flood the Kennedy compound, with estimates of 35,000 to 45,000 wires. Aides say he remains undecided, with no set deadline to resign and no immediate plans for Washington.
Governor Reagan announced a 1970 71 economy plan to roll back rising state costs. He said budgets would be allocated to each agency below current levels and pledged to keep executive branch employment below 1967 levels while current-year spending stands at about 6.2 billion.

In a Jakarta meeting with Indonesian President Suharto, President Nixon joked about Apollo 11 lunar rocks saying, after inspections, he would send Suharto a piece from the moon as a keepsake. The remark highlighted cordial U S space relations and postflight pride.
