President Johnson plans to urge Congress to address the growing international balance of payments deficit. Officials say a special message is likely after 1964 fourth quarter data, with measures to be decided once causes are pinpointed. The year’s deficit is seen around 2.5 to 3 billion dollars.
Sacramento UPI Gov Edmund G. Brown declared the California farm labor picture bright as domestic workers fill the gap left by the Mexican Bracero program. Teamsters official Einar Mohn urged readiness to import foreign workers if domestic supply dwindles, while Ellender pressed for hearings on national labor. Brown cited 3100 domestic workers placed Dec 24 to Jan 14 and noted higher wages boosted farm job flow.
Washington officials say no American Navy or air units have taken part in attacks on North Vietnamese targets. State and Defense departments declined comment on Saigon reports of American support for South Vietnamese air and naval actions. Secretary of State Rusk avoided confirmation on raids while heading to Texas.
Greenville mayor Pat Dunne says Greenville will desegregate schools to stay eligible for federal funds. He states the federal law must be followed, even if the law is repugnant, or schools may have to close.
Johnson and Pearson sign a pact at the LBJ Ranch creating a Little Common Market for new cars, auto parts, and vehicles traded duty free across the U S Canada border. The agreement aims to expand production and lower costs for buyers, with congressional approval needed for the U S side.

Secretary General Thant said the Soviet Union promised to pay overdue United Nations dues only after regaining the General Assembly vote. He noted Soviet readiness to contribute to a U.N. rescue fund once normal procedures are established, tying funding to restoration of voting rights.
In northeast Wichita a KC135 jet tanker crashed in flames over a row of frame houses near Wichita State University. At least 25 people were killed, including seven crew presumed dead and 17 civilians taken to temporary morgues. Five homes demolished and 10 damaged as fire and jet fuel scorched the area. Emergency crews battled 14 degree weather as police, sheriff deputies and National Guard sealed off the zone.
Federal marshals in Mississippi rounded up 18 individuals including Neshoba County Sheriff Lawrence Rainey and Deputy Cecil Price on charges related to the slaying of three civil rights workers. Indictments accuse a conspiracy to injure threaten and intimidate Michael Schwerner Andrew Goodman and James Chaney, whose bodies were found buried near Philadelphia after disappearing June 21 while investigating a burned Negro church.
The United States plans a Delta rocket flight from Cape Kennedy aiming for a near polar north south orbit to cover the TIROS weather satellite. The Air Force warns debris risk could affect land areas as the rocket passes over Miami Beach Cuba and Panama.

Pierre Ngendandumwe, Burundi’s new non Communist premier, was slain on hospital steps Friday night. An unidentified gunman fired at least eight shots as he left the hospital. a companion was wounded. Five suspects were arrested. Burundi’s ambassador and U.S. officials cited foreign involvement and potential refugee origins for the killer.

In Saigon four major Viet religious groups the Buddhists Roman Catholics Hoa Hao and Cao Dai agreed to set aside political quarrels to intensify actions against Communist Viet Cong guerrillas. The proclamation was signed at a meeting held last Friday by representatives of the four groups providing a united front in the U S backed struggle.
Actress June Allyson suffered a kidney stone attack just before curtain at a Summit New Jersey play. She improved today. doctors expected no surgery, kept under sedation at Overlook Hospital and fed intravenously. She reported a little back pain.
