Governor Ronald Reagan urged all state agency chiefs to check for jobs within their departments for able bodied welfare recipients. In a memorandum he said when regular employment is unavailable, government should help identify useful work these recipients could perform.
Federal officials withdrew a plan to cut nearly 700 million dollars in AFDC funds to California after Governor Reagan called the move a bureaucratic blunder. Reagan said California had not capitulated and cited state court decisions hampering compliance with a 1967 standard of need rule. NWRO criticized the reversal as a sellout to political interference.
Unemployment statewide stayed at 7 percent in December, totaling about 619,000 jobless Californians, according to the State Human Resources Development Department. The San Jose area rose to 7.4 percent from 6.6 percent, while aerospace employment in California fell to 446,000, down 150,000 from a prior low. Regional rates varied with Los Angeles-Long Beach at 7.3 percent, San Francisco Bay Area at 5.9 percent, San Bernardino-Riverside at 6.8 percent, Fresno at 7.2 percent, Bakersfield at 6.5 percent, and Sacramento at 6.7 percent.
Heavy rain and ice coated the Gulf Coast and lower Atlantic as a rare storm snarled travel from Louisiana to Virginia. Mississippi faced ice on streets and a Vicksburg bridge closed. Gov Williams ordered state workers to stay home while schools closed and games were canceled. Temperatures dipped below freezing across the region with ongoing warnings into the day.
In Lomita a 2-year-old girl named Alycia was pulled alive after a 5-1/2 hour ordeal in a 19-foot storm drain shaft. Firefighters and construction workers excavated by hand, enlarging a parallel tunnel to reach her. She was in good condition aside from shock, with her father and family nearby throughout the perilous operation.
Montevideo reports the government will not negotiate with Tupamaros who kidnapped British Ambassador Geoffrey Jackson. President Jorge Pacheco Areco remains on vacation 180 miles from Montevideo as authorities search for Jackson and the captors. An $8,000 reward is offered for information leading to his safe return. Jackson has a heart condition, British warns. No communication from captors after 24 hours.
A weather note recalls last year’s conditions with a high of 64 and a low of 41, and forecasts a Friday high of 56 with a missing low. It also states smog was none and mentions Sunday and Monday.
The U S Circuit Court of Appeals granted bail of 25 000 to the Seattle Seven conspiracy defendants awaiting appeal of their contempt sentences. jailed six months each by Judge Boldt after a mistrial disruption. Bail set at 10 percent cash.
The state Department of Public Health reports a potentially dangerous cesium-137 capsule used in oil well operations has been lost from a truck traveling between Castaic and Ventura. Dr Louis Saylor, director of public health, said a Friday search failed to locate the capsule.
President Nixon marked his 58th birthday with optimism on the economy and vowed to reveal the next reduction in U S force levels in South Vietnam by mid April. He awaits a Defense Department assessment from Melvin R Laird touring Southeast Asia while signing pay boosts and presidential pension increases. Nixon spent time on Catalina Island with his daughter Tricia and friend Rebozo, greeting supporters and signing autographs.
Bridgetown Barbados reports the British liner QE2 arriving with 501 survivors from the Antilles fire and grounding. Total aboard the Antilles 635 with 134 more safe elsewhere. 49 taken to Bequia, 8 aboard Sefron. Fire in engine room after reef strike, flames spread to fuel oil. Coast Guard coordinated salvage as two tugs assisted.
UPI reports six youths were arrested as they fled a firebombed vacant house near Pomona Friday night. A police helicopter, over the area, spotted the blaze and a speeding car with its lights off as it fled the scene.
Report describes a crowded vessel with a single hotel supplying eight rooms for passengers. Despite some passengers showing shock, authorities report no injuries and generally stable conditions.
SALT LAKE CITY Utah UPD reports the sole surviving quadruplet from a Je Roma Idaho birth was flown to Salt Lake City in critical condition. The birth drew many congratulatory messages to William Springer and his wife. Within 22 hours two of the girls died and early today the third also passed away during transit.
President Nixon signed a bill to guarantee 125 million dollars in private loans to Penn Central to keep the railroad running at least until March 31. Officials say the nation’s largest rail system, now in bankruptcy, will seek further aid from the new Congress.
