FBI accused of fomenting San Diego black unrest in 1969
San Diego civic leaders Leon Williams and George Stevens charged the FBI used phony death threats to deter mediators between the Black Panthers and US organization. A Los Angeles Times memo cited the FBI's role in inciting tension during May to August 1969, amid killings, woundings, shootings, and a bombing. Local officials denounced the allegations as wrong while noting distrust in the system.
