Hoover Shifts to Inland Waterways Funding Plan
In Louisville President Hoover outlined a ten year program for inland waterways development. He proposed 9,000 miles of Mississippi basin canalization, deeper trunk channels, Lake Erie protected levels, and related improvements with about one million dollars yearly and a shift from ocean shipping to river trade as wartime controls ease. The plan emphasizes completing the Mississippi system within five years and expanding Great Lakes channels.
