Red Bluff forms a 30 point plan approved by the Second Congress for Community Progress. Proposals cover goods and services, hospital planning, and local development with committees named to drive the campaign. Leo Chiantelli of Shasta College led follow up and urged three coordinating committees to implement the recommendations.
Allied forces killed 416 North Vietnamese and Viet Cong in heavy fighting along the Da Nang coast and foothills. The clash marks the opening of the winter offensive with expected rocket and mortar strikes on major cities rather than large ground assaults. Twelve South Vietnamese soldiers died and 72 wounded. no American casualties.
Gary Griswold, 25, of Red Bluff reported four tires and aluminum spoke mag wheels stolen from his 1968 Chevrolet Corvette. The car was found on bricks at the rear of his home, with $560 value placed on the missing parts.
Paris reports say crews held in North Vietnam face slow progress toward release. About 400 American airmen captured during the long air war linger in captivity as talks stall due to the Paris conference's suspension and discord between Saigon and Washington complicating prisoner exchanges and negotiations.
Ronald J. Biffath, 26, was arrested at his Red Bluff residence and booked into Tehama County jail on armed robbery charges in the King Dollar Station hold up of November 11. He left town after the incident and has just returned. he faces arraignment in Red Bluff Justice Court.

Anaheim AP The veteran Democratic president pro tem of the State Senate Hugh M Burns was censured by the California Democratic party after a unanimous vote by the 165 member executive committee. They reproved Burns for backing Republican Nixon for president and not supporting Sen elect Alan Cranston over Rafferty citing his stance on the California table grape boycott. Burns serves on the state central committee.

A weekend rash of Tehama County road crashes left minor injuries for five people and several vehicles badly damaged. Jerold Kern, 16, lost control on Barham Road near Corning and a 1961 Chevrolet Corvair veered into a ditch injuring four passengers. Ava Portney, 54, hit a guard rail on San Benito Avenue in a 1966 Mercedes. William Cupples, 60, struck a bridge railing on Belle Mill Road in a 1965 Chevrolet pickup. Lila Crawford, 41, overturned on Corning Road in a 1960 Pontiac. Norman Hawker, 38, and Don Jones, both Los Molinos, collided on Millrace Avenue. Steven Volz, 19, drifted off I-5 near Red Bluff. passenger Dennis James reported back pain. Vehicles sustained extensive damage and several occupants were treated or declined hospital care.
Rep. John Byrnes of Wisconsin says the 10 percent income surtax must continue unless the Vietnam War is quickly reduced. He notes possible abolition or cut if the shooting ends within three months, while Nixon had campaigned against extending the tax beyond June 30.
