Murat B Young known as Chic Young creator of Blondie died at 72 in Clearwater Florida. He authored Blondie for about 40 years and Blondie Dagwood Bumstead were created in 1930. The strip appeared in over 1600 newspapers worldwide.
At Clark Air Base Philippines the Viet Cong freed 32 American prisoners of war. Air Force Col. Theodore W. Guy of Tucson thanked President Nixon for the Hanoi Haiphong bombing, praising the decision as hastening the war's end. He was captured on March 22, 1968 over Laos.
United States and 13 trading nations outline a plan to stabilize currencies and permit cross border trading. Treasury Secretary George P. Shultz pledges review of measures to attract capital and a possible shift to higher US interest rates to draw back Eurodollars.
U S pauses further troop withdrawals from South Vietnam until Hanoi provides dates and locations for the release of the last 146 American POWs and one Canadian POW. Viet Cong releases 32 prisoners in Hanoi as about 700 U S servicemen head home.
The 20th annual festival titled I Believe In Music will be held tonight at 8 p.m. in the Red Bluff Union High School gym. About 600 students from 15 schools across the county will perform songs, dances, and instrumental numbers. admission is free.
Red Bluff police arrested 19 year old Jessie H. Steele of Rt. 2 Red Bluff on forgery and possession of stolen property charges. He allegedly passed forged checks in local stores two weeks earlier and possessed clothing stolen from Modern Cleaners in November.

The Senate passed an $18 billion, three year highway authorization 77 to 5, adding $850 million for optional mass transit use. House debates begin after five days of hearings as lawmakers weigh diverting funds to urban transit. Senator Hansen’s truck size amendment failed 67 to 23.
Tehama County Planning Commission delayed a land use change for Louis J. Klein’s 15.1 acre site south of the airport from agriculture to R3 to allow study and an April 19 hearing. Klein promotes a 54 space mobile home park for retirees citing soil limits on farming. Opposing views from planner Robert McCullough and commissioner Harold Lucas, plus revised zoning concerns, frame the delay.

A tornado and high winds in central Tennessee caused one death and three injuries on Thursday. A night watchman at a Sparta clothing plant was buried by debris and died before reaching a hospital.
