Funeral services for Herbert Guilford Mains Sr., 57, a construction engineer for the U.S. Bureau of Reclamation, were held at Saint Andrew's Episcopal Church with Rev. J. Raymond Lemert officiating. He died July 5 at his El Verano Avenue home. Pallbearers were Chuck Burkett, Joseph Clark, Roy Wells, Francis Duchi, Roy Weisz and Vincent Wachtman. Burial followed in Sunset Hill Cemetery Veterans' Plot, under Hall Brothers Mortuary.
Funeral services were conducted yesterday at Fickert & Pascoe Mortuary for Michael Alison Duval with Rev. Don Wilson officiating. Pallbearers included Murray Wilson Ray Pugh Randy Rice Robbin Rice Mike McDonald and Don Stringfellow. Burial followed in Oak Hill Cemetery.
Final rites were held yesterday at 2 30 for Albert Bert Storm at the Chapel of the Flowers. The 90 year old former Red Bluff merchant died Wednesday afternoon at a local hospital. Rev John Nesby officiated. Kiwanis Club members Beavers Melvin L Oldham Oliver M Craig W M Metteer Harlan Varick Dr William Martin and Dr D Ray Witt were active pallbearers with Ron Etzler and Lewis Zink as honorary bearers. Interment was in Oak Hill Cemetery family plot.
Senate leader Sen. James Mills accuses Gov. Reagan of faulty math in welfare reform claims. He says the 6.79 billion dollar 1971-72 budget cannot be balanced without a large tax increase, while Post estimates welfare reform saves only 34 million, far short of the deficit.
The California Supreme Court ruled Friday that a new law allowing the state to borrow up to 648 million dollars through short term tax anticipation notes is valid. State officials plan to sell the notes to cover a cash deficiency expected in August ahead of October tax prepayments, with a March 1972 payoff deadline. The ruling came in a suit brought by State Controller Houston Flournoy against State Treasurer Ivy Baker Priest. Verne Orr, Finance Director, will help arrange the sale.
President Salvador Allende ordered aides to provide food water and shelter for about 15 000 homeless in towns north of Santiago after an earthquake killed at least 74 and injured 135. He described the damage as enormous, especially to housing, following a helicopter tour of the hardest hit areas.
Minch's Wholesale Meats plans a July 19 reopening on Fortier Road west of Red Bluff after SBA financing approval. The plant, shut since February, will start with 30 to 40 workers, slaughter beef at Red Bluff, and distribute to Northern California retail markets while focusing on local delivery and fabrication. Congressman Bizz Johnson aided the funding talks and the date remains tentative but likely.
The Gerber Barbecue and Carnival offers 6 30 p.m. beef barbecue serving lines, games, booths, and a dance to 11 p.m. A 500 pound beef prize and a bike to a youngster cap the night. Weekend community events follow with a series of school board and city meetings scheduled across Tehama County.
The Red Bluff elementary school governing board will elect a chairman and clerk Monday night. The meeting at 8 pm in the Red Bluff public schools office at 1525 Douglas St will also discuss a KIXE instructional television agreement, budget publication, and a drug abuse questionnaire.
Gordon Duncan is named the first full pastor of Bowman Community Church by Village Missions. He will lead his first service tomorrow. A 7 pm bowers shower welcomes him at Bowman Hall, inviting the community. Duncan and wife Diane hail from Whittier, with ties to Biola College and Torrance.
Juan Corona's lawyer suggested that ritualistic cultists or sexual deviants may have killed 25 Yuba City area fruit pickers. The defense funds are being raised as Corona faces 10 counts of murder amid the case's contentious theory.
U S reconnaissance RF4 was fired on by three surface to air missiles 45 miles above the demilitarized zone near Dong Hoi. The missiles all missed as U S escort fighters did not return fire. Bombers then carried out heavy strikes in the northern South Vietnam sector while ground clashes near U Minh Forest left five South Vietnamese dead and 19 wounded.
The Agriculture Department boosts federal funds for child feeding to over 33 million dollars this year after Congress complaints. An extra 15 million will aid playgrounds and day care centers, with shares to be announced soon. Total funding rises from 181 million including a 12.3 million increase, enabling about 3.7 million children to participate this summer versus 564,000 last year.
California agriculture director Jerry Fielder ordered cancellation of all remaining DDT and DDD uses except for four crops and medical need. The move advances the state toward phasing out these persistent pesticides.

Two grass fires were reported in Tehama County yesterday with quick containment. The first blaze behind Red Bluff Ambulance Service on Antelope Blvd near Highway 99E was spotted shortly after 2 p.m. and controlled by two CDF units and a Tehama County Rural Fire Dept. unit. The second fire on property owned by C. Q O Schlytern in Proberta burned a small grass patch and was contained by the Rural Fire Department.
