Former Deputy Promoted In Corning Police Force
Luther A. Owings, a 37 year old former Tehama County deputy, is promoted to lieutenant of the Corning Police Department by the city council on Chief John Fulks recommendation. Owings began in law enforcement with Oakland Police, later served in Fremont, and has held roles as undersheriff and sergeant. He is pursuing an administration of justice major at Shasta College and holds basic POST training with expected intermediate and advanced certificates. Vanderpool, 39, named sergeant to fill a vacancy from last July, has K-9 and narcotics training and is enrolled at Shasta College full time.
