Paris AP reports four Vietnam peace talks reps reached full procedural agreement and will open substantive negotiations early next week. U S Amb Cyrus R Vance announced accord on plenary session format after a five hour meeting with South Vietnam North Vietnam and the Viet Cong NFL. Vance declined details but said serious peace work begins. Negotiations open with North Vietnam pushing early substantive talks and procedural points to be used in all sessions. Louis Ha Van Lau of Hanoi proposed using agreed points. four recommendations include plenary participant cap 15 per delegation press access 15 minutes before first plenary session and use of large hall at the International Conference Center with a bigger space at the fore ver Hotel Majestic.

Manslaughter Charge Dropped in Red Bluff Court

Also, Michael James Eustice, 21, Red Bluff, was fined 62 dollars and placed on three years probation for traffic violations including operating an unsafe vehicle without a license. Fred Daniel Gaylord of Red Bluff faced jail time for $75 in arrears on a 1967 drunken driving fine.

Ross Randall Stine Dies in Red Bluff Hospital
Ross Randall Stine, 75, who recently moved from Monterey Park California to Red Bluff, died last night at St. Elizabeth Hospital after an extended illness. He was a native of Montana, formerly a miner and general contractor. He is survived by sons Patrick Stine of Red Bluff and Robert Stine of Monterey Park, and sister Geneva Spence of Grants Pass Oregon. His body was taken to Arcadia California for funeral services. Local arrangements were under the direction of Hoyt Cole Chapel of the Flowers.
