Reagan Outlines Cutback Program In State of State

Gov. Reagan unveiled a sweeping welfare reform and spending plan aimed at balancing California’s budget without tax increases. He called welfare a cancer, proposed a public work force for recipients, tightened Medi-Cal, deferred and cut programs, and urged tax relief through spending reform. He also urged age 18 voting, shorter campaigns, merit pay, school vouchers pilot, tuition in state colleges, and property tax and coastal protections.

Corning Council Votes to Hire Additional Officer

The Corning city council approved hiring one more policeman by a 2 to 1 vote after a debate led by Councilman Morrie G. Emery who warned that more officers could raise crime or cut other services. The meeting also covered dump-site access options, a proposed rest-stop sign with local information, street extensions, and lighting costs for Solano Street with city versus utility ownership.

Air Attack Reported in North Vietnam Protects Reaction

The U. S. Command said a second U. S. plane performed a protective reaction air attack in North Vietnam last Friday. A Shrike missile missed an enemy antiaircraft site on the coast and fell into the sea. The U. S. Embassy in Moscow filed a stern oral protest over harassment of Americans in the Soviet capital.

Hedlund Goff Dissolve Tehama County DA Partnership

Tehama County's new district attorney Henry Goff announced the dissolution of his private practice partnership with Earl Hedlund. Goff said the DA job will demand all his time and noted there is no legal requirement to end the partnership. Hedlund becomes assistant DA for Red Bluff, Elmer Jennings remains assistant DA for Corning. the pair had partnered since 1964.

County Named In Million Dollar Suit

A $1 million lawsuit filed in Superior Court by Tehama County businesses and ranch owners plus seven insurance firms accuses the state of California and Tehama County of flood damage from dam projects on the Sacramento River. Los Molinos Man Pleads Guilty To Lesser Charge

Daniel Bruce Hogan of Los Molinos withdrew his innocent plea in Superior Court and pleaded guilty to a lesser charge after being accused of taking $200 in coins from Anthony Mangold’s home last August. Harold Swartout also pleaded guilty to burglarizing two cars, with sentencing set for January 25 and a probation report ordered.

Desalting Plant Proposed for Diablo Canyon Site

The State Water Resources Department identified a Diablo Canyon area near San Luis Obispo as the likely site for a major sea water desalting plant supplying 250000 people. North Valley Aviation Sued Over Back Maintenance Bills

North Valley Aviation operator of Red Bluff airport faces a Superior Court suit filed by Aero Maintenance Co. for 3332.04 dollars plus 7 percent interest from last November after two years of unpaid bills.
