Tehama County administration has operated without guiding lines leading to inefficient expansion. Architect Clabaugh warns that without funding to modernize facilities, services will linger in a costly, protracted inefficiency. Much revenue comes from other government agencies.
Governor Reagan in the state of the state urged the legislature to harshen penalties for all involved in campus disturbances including students nonstudents and faculty. He proposed a large income tax cut and new crime controls with electronic listening devices under court approval. He spoke before a joint session as Republicans hold a slim majority in both chambers.
Striking teachers and minority students formed a noisy picket line at the San Francisco State College entrance. One Chinese student clashed with pickets as police arrived. Classes began normally on a foggy morning despite the strike sanctioned by the San Francisco Labor Council. San Jose State College faces a similar action. President Hayakawa vowed to keep the campus open despite protests.
Vice President Nguyen Cao Ky rejected reports that he drafted a plan to divide the Vietnam peace talks into three sections. He said he did not deny the plan’s existence but asserted all proposals from Paris were approved by President Nguyen Van Thieu.
Tom Walker, president of the board of directors of the Tehama County Opportunity Center, thanked Tehama County residents for their assistance. He cited interest, donations and work orders that enable on the job training for the retarded and handicapped, who otherwise would not be employed.
Red Bluff firemen contained a car fire to the engine compartment of a 1967 station wagon owned by Doug Sale of Sale Lane. The blaze occurred after a basketball game at the high school. Cause under investigation. engine compartment a total loss.
Red Bluff City Council meets at 7 30 p m to award a low bid from Shell Oil Co for gasoline and oil for 1969 city vehicles. Agenda includes planning commission and mosquito abatement appointments, plus city hall completion certificate and bus cost rise for high school.
Sacramento AP reports Republicans hold a solid Assembly majority with Robert Monagan as speaker. In the Senate a rift grows between veteran leaders and younger members after the New Year heart attack death of George Miller Jr. and a stalled bid for president pro tem. Burns retains power amid a bid by Grunsky to unite GOP support if Miller’s seat is filled.
Tehama County reached a settlement over a right of way near supervisor James E. Byrne. The county will either acquire land to extend frontage to Byrne or build a connecting road between Red Bank Road alignments. Costs run about 1530 dollars plus fence relocation, with a 1.6 acre parcel sale also possible.
The House approved raising the president’s pay to 200000 a year plus a 50000 expense allowance and a 40000 travel allowance. The swift voice vote faced one Republican dissent and requires Senate and presidential approval before Nixon’s noon January 20 swearing in. The move follows a 1949 increase and is the fourth such raise since Washington.
