In the fall desertions rose from nine per thousand in September to ten in October among South Vietnamese troops. With over one million soldiers, that rate equates to about 10,000 men lost monthly, highlighting desertion as a key problem in the Vietnamization effort cited by Defense Secretary Melvin R. Laird.
Washington AP A panel from the Committee for Economic Development urged Congress to extend the income surtax for six months beyond planned expiration as the inflation fight hinges on a balanced budget. The 18 member program committee warned inflation remains disturbingly rapid and urged restraint to secure a budget surplus amid high employment. It proposed a $6 to $9 billion surplus and called for mid 1971 curbs on space funding farm subsidies and highway construction.
UNITED NATIONS N Y AP The U N General Assembly session winding up today produced a small nation revolt against the United States and the Soviet Union but little else. The small nations sponsored resolutions on disarmament and ocean floor exploration, passing two disarmament measures and calling on the superpowers to declare a moratorium on nuclear testing and deployment as a sign of good faith.
A fire in a red parked 1965 Oldsmobile at the Lariat Bowl in Red Bluff started when turn signal wires grounded inside the steering column. Heat melted plastic, causing drips to ignite the seat. Red Bluff Fire Dept. estimated damage about 80 dollars. steering column may need replacement.
Washington AP report notes that the Air Force officially ends Project Blue Book, the 21 year UFO investigation program. The closure concludes official efforts to study unidentified flying objects.
Red Bluff elementary board heard two presentations on drug abuse at its meeting. Lou Bosetti cited updated texts and a coordinated home school community prevention effort, stressing cost efficiency and prevention over reaction. Harlan Warwick and Gary Napier of Kiwanis echoed calls for a community alert program “Operation Drug Alert” with plans to involve local organizations.
Nixon administration plans to add 100 million dollars to school lunch programs aiming for free or low cost meals for every needy child by year end. Agriculture figures 6.6 million needy youngsters. 3.1 million participated last year. 1.6 million attend schools with inadequate kitchens.
An Oregon man escaped injury when his two axle flatbed truck’s trailer overturned after a hitch failure on State Road 36. Floyd William Boles, 53, Myrtle Point, Ore., was driving west when the accident occurred about 10 15 PM, 15 miles east of Red Bluff.
