In Saigon the U S Command announced that American troops in South Vietnam have fallen to 296 500 last Thursday the lowest in over four decades a 5 400 weekly drop. The breakdown shows 223 100 Army 40 500 Air Force 18 000 Marines 14 800 Navy and 100 Coast Guard.
The Civil Aeronautics Board authorized domestic fare increases of up to 6 percent next month with a possible 9 percent cap within 50 days if no exceptions are filed. Rulings set conditions on prior increases, require rollbacks to 9 percent if needed, and introduce load and seating standards for fare calculations.
The Red Bluff Airport Commission will meet at 5 PM to review financial reports from four potential operators. The field was narrowed from nine applicants in two prior meetings as the city seeks a new contract operator after the previous fixed base operator closed early this year.
Tehama County supervisors will hear objections at 9 a.m. on the proposed 8.9 mile reroute of Highway 36 east of Red Bluff from Sheep Gulch to Paynes Creek. The board also plans to discuss forming a county housing authority with Al Rooney expected to attend. A jail safety report by Lorin Boots cites overcrowding and unsanitary conditions.

Red Bluff hosts a Cowboy Golf Tournament at Wilcox Oaks Golf Club for the eleventh time and a two day Round-Up Doubles at Lariat Bowl. The golf event runs one day with prizes including the Charles Luther Memorial Trophy and a custom pair of spiked boots. The bowling doubles offer a $1,000 guaranteed prize fund with awards for winners and runners-up from local sponsors.
Mstislav V. Keldysh announced at Kremlin events that the USSR has worked with other nations on space projects and has begun steps toward cooperation with the United States. He commemorated ten years since Yuri Gagarin's flight and noted Luna 11 and Luna 17 missions. He credited French scientists for the Aser locator on Luna 17.

Radio Pakistan reported Premier Chou En-lai assured Pakistan China would support against any Indian attack. The broadcast followed India's denial of Pakistan's claim two Indian companies crossed into Pakistan and were wiped out. Pakistan faces a rebellion in East Pakistan and sent Chou's message to President Yahya Khan.
Corning police investigate a burglary at West Street School with a theft from a teacher's desk and room ransacking in room 15T. Spray painting of obscenities at Olive View School Saturday night is suspected to be by juveniles, with police aiming to apprehend suspects soon.
Applicants are sought by the Chico Farm Labor office to work with employers and employees in agricultural and rural industrial occupations. Civil Service openings are Farm Labor Assistant positions in Glenn Butte and Tehama counties for English and Mexican Spanish speakers. Applications must be filed in person at the Chico Farm Labor Office 121 W. 16 St. by Friday.
MORRO BAY AP A teenage couple married recently were found dead in a camper van at Atascadero State Park. Sheriff deputies said a hibachi heater exhausted the oxygen, causing the deaths of Robert J. Spivak 19 of San Jose and Alice Jacobsen Spivak 18 formerly of Chicago who were honeymooning.
California Highway Patrol reports four people were slightly injured when two cars collided at Ponderosa Way and Paynes Creek Road in Paynes Creek Sunday. Donald Hansell 24 Paynes Creek drove into the path of Robert Blossom 57 Red Bluff, injuring Blossom, his wife Frances Hansell 26, and their five month old son Eric Howard who had minor injuries. Parade of minor injuries included Donald Hansell and Elmer Marion 79 Chico who lost control on Meridian Road near Lassen and over turned into a creek with no injuries. A 1967 flatbed truck carrying household goods caught fire on Interstate 5 north of the Glenn County line. driver Frederick Childers 21 Redding escaped with no injuries. Two Glenn County fire companies assisted.
The Red Bluff Tehama County Chamber of Commerce learns it must finance about 330 dollars for 100 directional signs to guide tourists to Victorian Homes. Signs will feature three colors with a Cone Kimball tower image and a yellow arrow, with 50 used initially and others if spacing warrants.
