Tampico was declared the temporary federal capital of Tamaulipas. General Antonio Rabago, the military governor believed to have faced death at Victoria, has moved to Tampico to restore his governorship.
In Juarez seven Mexican generals prepare to surrender as a peace commission from Chihuahua arrives with terms. The proclamation from Military Governor Mercado declares the Huerta government bankrupt and unable to pay its soldiers, signaling a collapse of Northern strength.

With returns in from nearly all boxes, prohibitionists hold a 220 vote majority in Lockhart. Rain reduced votes in many boxes and the anti prohibition majority from last election was 17. Luling records a dry majority of 38.

In Hillsboro on December 5 a report states twelve hundred rounds of bailee were taken to Ventuo Jus ao Pin wy and the local militia was ordered held in illness by Governor Colquitt in case events occur.
Terrell, Dec. 3 The Midland railroad operations were suspended today due to floods along its entire length. Twenty residents of Hetty twelve miles north of Terrell fled here last night and fear for the safety of others who remained behind in an effort to save their livestock.
Western and eastern Texas along with southern Oklahoma report extensive flood damage after Monday and Tuesday rains. Five known deaths, widespread outages, and rising rivers. Dallas suffers gas loss after main break. Fort Worth line waterlogged. Hazards include washed levee walls, disrupted interurban lines, and rescues at Cleburne.
In Verviers Belgium on December 3 thieves robbed a mail car on the Brussels Cologne express and carried off 87500 dollars. The heist involved the mail run overnight with authorities seeking clues and suspects.
