Charleston AP reports that if the state seeks federal aid for elderly medical bills next week, it must raise 27.31 percent of every $100. The formula was outlined before a special session and explained by Dr. Flemming, but without that level of state funding the federal aid could be withheld.
Vice President Richard M. Nixon pressed a tougher, more personal campaign against Senator John F. Kennedy. In Charleston West Virginia he challenged Kennedy on hunger claims and federal spending, saying Kennedy would raise spending by 13 to 18 billion a year. Nixon said the money would be the voters’ burden and vowed not to buy votes with their money. He also praised a civil rights plank and urged consistency with northern and southern voters.
Fidel Castro ends a five hour tirade at the United Nations General Assembly, blaming the United States for Cuba’s woes. U.S. Ambassador James J. Wadsworth responds calmly, leaving delegates with a perception of restraint and sympathy possibly shifting toward the United States.
In Havana the government agreed to extradite Alvin Table Jr. and William Lees to Nassau after five months of detention. The men, both charged with murder and piracy in the killing of Capt. Angus Boatwright and theft of the Muriel II, were captured abroad and later handed to Bahamian authorities.

At the United Nations in New York the Steering Committee defeated Soviet attempts to seat Red China this year and to force a Congo debate. It voted 12-7 to shelve Red China on the agenda and blocked a Congo discussion, with only Libya abstaining. Western allies backed the United States resolution, while the Soviet bloc opposed. Khrushchev’s charges against Hammarskjold and charges of Western bias drew sharp exchanges as the session stretched into the night.
West Virginians paid less for typical electric power than the national average in early 1952. A Federal Power Commission report shows 250 kilowatt hours costing $7.25 in West Virginia versus $7.44 nationwide, with the U.S. average up 8 cents from the prior year. State city bills ranged from $4.52 in Washington to $10.61 in Alaska, with WV city averages around $7.15 to $7.65 in Beckley Bluefield Charles Town Charleston Clarksburg Elkins Fairmont Huntington Logan Martinsburg Morgantown Moundsville Parkersburg South Charleston Weirton Wheeling.
DETROIT AP reports Margaret Mary Guinnane of Highland Park 30 year old mother of two is expecting quadruplets due December 5. She weighs 104 pounds, stands 4 feet 11 inches. Dr Joseph Watts placed her in hospital as a precaution. Her husband Gerard 29 works for a machinery company earning 68 dollars weekly. The couple married in England where their sons Stephen and Anthony were born.
President Eisenhower was awarded Japan's Supreme Order of the Chrysanthemum with collar by Crown Prince Akihito at a White House dinner. The award honors Ike as a head of state and follows a Tokyo plan sheduled for June.
Charleston AP report details the 34 000 missing amid the 351 840 sum seized from the Department of Motor Vehicles vault. Earl Mathews faces investigation as authorities recount the haul and earlier estimates, with figures evolving since the June break in.

Washington AP reports theologian Father Gustave Weigel of Woodstock College says Catholic doctrine allows a Catholic to hold public office in line with American law. He notes the Pope does not meddle in political activity of leaders like Adenauer or de Gaulle, and neither would they permit it.

MARLINTON AP Senator Jennings Randolph, seeking re election, accused Vice President Nixon of wanting to remove foreign, farm, and conservation policy from politics. He urged attention to forestry policy and warned of growing timber needs and the administration’s negative forestry record.
In Belgrade Yugoslavia the 10 year old Bisera Hamidovic is described as the mother of two sons. She reportedly ran away with 12 year old Pasaya Osmanovic when she was nine, and their oldest child is now a year old per Sport and World magazine.
Byrd-Prillerman High School at Amigo was broken into for the second time in nine days on Tuesday night but damages pale beside the destruction caused during the first break-in by vandals Sept. 17 or 18. Principal R L Harris said intruders gained entry through a gym window, then up to a classroom storing candy, breaking another glass and the storeroom lock as they took an undetermined amount of candy. Janitor Levi Logan found the break-in shortly after 6 am and later opened doors Sept. 19 to find the school in shambles. Damages from the first break-in were expected to reach 5000 dollars. Cranberry Elementary was also entered Tuesday night by a polite burglar who stole nothing and caused no window damage. Principal J B Deck said a window from a door was removed, the door unlocked, then the window replaced as the burglar left. Nothing reported missing.
In Alameda California two women were arrested on felony child beating charges after 6 year old Michael Weaver showed 167 bruises and cuts. Investigators said Michael was beaten by his mother Sarah Weaver 26 and a babysitting neighbor Jeannette Strauser 21 with a rolled newspaper a wire coat hanger an electric cord tree branches and a shoe after wandering from the babysitter’s home.
London AP report notes British child health professor R Illingworth argues mothers need occasional weekends alone with husbands to prevent maternal psychological problems.
