City Attorney Payne Explains Fees in Bid Advertising
Payne, a member of a law firm, notes his fees are paid to the firm though he provides the services for the city. He says his city salary would be about $60 a month before taxes, though the 1965-66 budget sets $720 yearly. He argues full parking-building duties leave little time for salary, and notes the city code’s lack of extra compensation.
