Santo Domingo United Press International reports rebel Col Francisco Caamano Deno abdicates authority to provisional President Hector Garcia Godoy. The junta will yield control as Garcia is to be installed with minimal ceremony in the Dominican “White House” amid rebel territory and Inter-American peacekeeping forces.
Washington backers led by White House allies pressed for a floor vote on a mayor and council for the District of Columbia. A discharge petition reached 217 signatures, just one shy of a House majority, aiming to bypass the District of Columbia Committee and move to debate on Sept. 27. The panel, dominated by southern members, had opposed the measure, proposing a plan to revert most control to Maryland.
Hurricane Betsy packing 150 mph winds arcs across the Atlantic threatening Bahamas missile tracking stations and the southeastern United States. At 9 am EDT Betsy lay about 440 miles east of Miami and 120 miles northeast of San Salvador with a northward course possible late Saturday.
Water levels in Greenbrier and New Rivers rose as Bluestone Reservoir opened 3.6 gates to boost flow for Army bridge building drills at Camp Prince. The 100th Float Bridge Co and units of the 91st Combat Battalion at Fort Belvoir will train there through Sept 31. Gates opened early this morning then returned to nine gates by 8 am.

A private plane missing since August 25 was found near Clintwood Virginia. All three aboard were killed: pilot Rev. Paul Bennett and passengers Jack Stockdale of Danville Illinois and Dale Coleman of Perrysville Indiana. The craft crashed into Burkes Knob nine miles east of Jenkins Kentucky while en route from Lexington Kentucky to Grundy Virginia.
Multi millionaire John D. MacArthur retrieved the irreplaceable 100 carat DeLong ruby from the underworld and placed it in a bank vault. He said he paid 25000 out of his own pocket as a public service to return the gem to the American Museum of Natural History. The ruby, stolen last Oct 29 along with other jewels by three Miami Beach youths, was recovered after a middleman made contact. The Star of India and eight other jewels were found earlier in a Miami bus station locker.
A Lewis County man, Paul Titus, challenged a fee charged by a justice of the peace for preparing an appeal bond. The State Supreme Court issued a writ of habeas corpus and a preliminary mandamus ordering Titus freed from jail and compelling Justice William Marsh to show cause regarding Titus’s detention.

The swollen Tiber River rose to 42 feet 8 inches amid heavy rains, threatening central Rome with overflow. Officials warned of a very real danger of flooding as storms battered Italy from the Austrian border to Sicily, leaving 40 dead and 24 missing. Road and rail links disrupted, water outages widespread, and millions in damage reported. Rescue crews continued searches for missing bodies as officials cautioned the death toll could rise.
Washington reports the U S unemployment rate unchanged at 4.5 percent for August, the lowest in years, with teen joblessness easing. Nonwhite jobless rates fell to 7.6 percent from 9.1 percent in July, though whites remain favored in hiring amid ongoing expansion.
Closing sessions of a two day State Board of Education meeting focused on higher education topics. Rex M Smith urged county level decision making on kindergartens with an estimated eight million for salaries and buildings. Del Freda Paul proposed possible federal aid next year and eventual compulsory pre school five year olds. The board also reviewed rules to qualify for up to seventeen million for aiding under privileged children and emphasized a five year long range planning program for educational improvement.

In Dusseldorf a war crimes court sentenced Kurt Franz to life for murder counts at Treblinka, where about 300,000 inmates were killed. Willi Mentz Wilhelm Minete and Artur Mattes also drew life terms for involvement in gas chamber operations. other defendants received four to seven year sentences and one was acquitted.
President Johnson named Gardner Ackley to act as a statistical referee in the stalemated steel talks. Ackley will rule on cost figures from management and labor proposals as negotiators enter the fifth day of discussions. White House aides expressed cautious hope for a settlement before the strike deadline next Wednesday.
Gov. Hulett C. Smith named Jack Canfield as an administrative assistant. Canfield, previously gubernatorial press secretary since January, has work experience at a Charleston TV station and with Rep. Harley O. Staggers in Washington. He replaced Don Hardman, who moved to an administrative assistant role last January. Canfield is a Keyser High School graduate, attended Potomac State, and earned a journalism degree from West Virginia University in 1963.
State and county officials urge cautious driving to reduce Labor Day highway deaths. Last year 535 people died nationwide, with West Virginia reporting two fatalities and Raleigh County none. Officials stress defensive driving and regard other drivers as potential hazards to curb the holiday toll.
