UPI report from Washington details U S and Soviet actions as Cuba crisis escalates. Kennedy vows naval blockade while Moscow cancels leaves and warns of possible thermo nuclear confrontation. Western allies rally as U S plans cease and search strategy to stop ships heading to Cuba.
In a harsh government statement, Moscow charged the United States with direct aggression by blockading Cuba and warned that if the aggressors unleash war the Soviet Union will deliver the mightiest retaliatory blow. The Soviets urged an immediate United Nations Security Council meeting and signaled readiness to use ships if ordered, while denying piracy and portraying U.S. policy as a gamble toward thermonuclear war.
In Washington UPI reports photos from Cuba show launch pads in jungle clearings and mobile missiles on trailers aimed toward the United States. A Pentagon spokesman said warheads may not be confirmed but are considered possible. photographs illustrate mobile launch equipment that can be deployed in days and moved onto sites despite uncertain nuclear status.
New Delhi reports Red China formally authorizes its troops to ignore the McMahon Line and advance as far as force allows. Defense Ministry statement broadcast by Radio Peiping says frontier guards can fight in self defense without border limits.
Premier Jawaharlal Nehru urged India to mobilize its economy for total war and vowed to fight the Chinese Communists. Beijing said its forces pushed into Indian territory with general advances on both fronts while claiming Indian outposts fell and negotiations may resume.
West Virginia officials plan a Wednesday session led by deputy director Marc Selman of the Office of Emergency Planning to assess state resources and postattack needs. Grace Lilly Wilkes 80 long prominent in Beckley, president of Wilkes Insurance Co. died after a stroke and pneumonia. A Bluefield native, Marshall and Concord College alumna, she helped found a cherished family business and was known for generosity to youths, having traveled to all 48 states. Her death ends a storied era in the community.
