MOUDSVILLE UPI A former West Virginia woman starts a parttime psychiatric program at the West Virginia Penitentiary with Dr Garnet Bradley receiving 6000 annually for two days weekly. The first staff psychiatrist will oversee therapy and counseling and coordinate with chaplaincy and education efforts for inmates.
In Raleigh the beef cattle competition crowned a short-horned female grand champion owned by War Leu Farms of Lewisburg West Virginia while the grand champion short-horned bull was entered by E C Arrowsmith of Upperco Maryland.
In Havana, Algerian Premier Ahmed Ben Bella joined Fidel Castro in demanding the United States give up Guantanamo Bay. A joint communique urged evacuation of troops and dismantling foreign bases, while Washington said it has no such plans. Castro later invited to Algeria and called for 50 Cuban doctors for epidemics aid.
Washington reports the Defense Department ordered 12 Navy Phantom II jets to Key West on Oct. 6 to reinforce air defenses near Cuba amid Cuba’s growing military buildup. The move aligns with official updates on Cuban forces, as Russia plans to supply MiG aircraft to Cuba.
Reports from London say Russia halted plans for a year end Berlin peace treaty and seeks immediate talks with the United States. Charleston UPI The state attorney general says a municipality may not impose a tax or service fee during a fiscal year to take effect in the same year. The opinion, sought by Kanawha County prosecutor and South Charleston officials, cites a Supreme Court ruling that such fees cannot operate until the next fiscal year and cannot be retroactive to the year of adoption.
State Welfare Commissioner W Bernard Smith vowed to prosecute anyone found receiving welfare in violation of state law. He commented on a Mason County grand jury report urging closer scrutiny of eligibility rolls and recommending publication of welfare recipients and amounts.
The West Virginia Centennial Commission reports over 600000 in coffers for next year’s birthday programs, with possible total to 770000 if unsigned pledges are received. STOCKHOLM AP The 1962 Nobel Prize in physiology or medicine was awarded to American biochemist Dr James Dewey Watson and British scientists Dr Francis H C Frick and Dr Maurice H F Wilkins for discoveries on the molecular structure of nucleic acids. Watson described the breakthrough as a few steps that happened to work, and Cambridge University staff noted his early achievement at age 25.
The National Labor Relations Board ruled that a corporation must continue to pay workers displaced by a plant shutdown aimed at avoiding union bargaining. In a 3-2 vote, Deering Milliken Inc was ordered to back pay over 500 employees from its Darlington South Carolina plant closure in 1956. He says peacetime shipping to Communist Cuba cannot be blocked due to lack of interfering laws and calls exile attacks on ships piracy. Kennedy signs a bill requiring an anti subversive affidavit for NSF and NDEA loan recipients. The 87th Congress set a record for talking, with 42,496 pages in the Congressional Record.
Workers at the Ogle bay Norton Co coal processing plant in Ceredo returned to work this morning pending talks with management over a discharge. They had walked out last Friday.
Funds collected at centennial booths on Main and Neville Streets now total $513.10. An additional $42.06 was raised by the Monday Music Club which ran the booths Wednesday, including $7.21 delayed contributions from the club’s first volunteering day. Women of the Moose are staffing today, with Raleigh County Medical Society Auxiliary on duty Friday. Pinecrest Centennial Boosters, nurses and Sanitarium staff, will run the booths Saturday.
