The Defense Department plans moving the Navy's radio receiving facility from Cheltenham Maryland to Sugar Grove Pendleton County West Virginia in 1964. Senators Byrd and Randolph said the change frees Sugar Grove still available for other uses while Cheltenham suffers from urban growth and air base activity. The new center will employ about 80 military personnel and 10 civilians with further uses yet under study.
Small coal mines in McDowell County shut down amid large scale UMW picketing over 40 cent per ton royalty payments. 600 to 1,000 UMW members walked off the job for a second week, with dynamite blasts and gunfire in Mohawk area near Indian Creek Coal Co. mine. No injuries reported. several vehicles damaged. State Police monitoring. managers planned to operate, but districts report no active mines. UMW cites contracts with over 100 operators, insisting royalties fund welfare and retirement.
Carbon monoxide fumes from a faulty gas heater killed Shirley Jean Adkins 13 as the Crut Lowe family near Davin faced a fatal weekend. Amma Hannah Smith 76, Carolyn Annette Adkins 14, and Ginger Lowe 16 died, with Crit Lowe, Wanda Lowe, Judith Lowe still hospitalized and James E Lowe and Robert E Adkins 17 in satisfactory condition.
An Atlantic storm lashed the Eastern Seaboard with high winds and tides raising flood and beach erosion fears. West Virginia weather stays fair and warmer with mainly sunny skies. Highs range from the mid forties to around fifty, with cooler nights in the upper twenties. Beckley and Oak Hill report yesterday’s highs in the mid forties to mid fifties, river and lake levels steady, gauge at Hinton shows 2.7 feet. Nationally, Philipsburg Pennsylvania records a 10 degree low as McAllen Texas tops 84.

Vatican City UPI reports Pope John XXIII postponed the Ecumenical Council’s second session by four months to September of next year. The current session ends December 8 and the May 12 start for the second session was moved to September 8 with no fixed closing date. The pope indicated further sessions may be required to complete the work.
Washington United Press International reports Caroline Kennedy and her brother John Jr. will host a joint birthday party at the White House from 4 to 6 pm EST. About 30 children are invited to celebrate Caroline turning five and John Jr. turning two, with ice cream, milk, favors, and gifts expected.
At the Geneva disarmament conference Soviet negotiator Semyon Tsarapkin rejected on-site inspection of suspected underground tests and offered only minor concessions on unrelated points. The West pressed for verification while the Soviet stance continued to stall prospects for a treaty.

About 4,200 Ford workers walked out and began picketing the Mahwah assembly plant near the New Jersey border at 9 a.m. EST. The strike centers on 81 grievances from the United Auto Workers, including 43 on health and safety and 38 on production standards. Ford says it is willing to negotiate, but no new talks were scheduled. The plant serves the Northeast, assembling cars and trucks.

A Varig Airlines Boeing 707 carrying 97 persons vanished while en route from Rio de Janeiro to Los Angeles. Officials said the jet crashed into mountains south of Lima near Mala, Peru.
