The mission follows Venus 2 and aims to gather scientific data about Venus and outer space. Venus 3 was placed in a heliocentric orbit, and officials noted equipment differences from Venus 2.

The administration favors gradual pressure plus Moscow-backed threats to push negotiations but warns of conflicting pressures if a bid appears. The State Department confirmed it rejected a year ago in Rangoon a North Vietnamese bid, saying evidence showed no sincere offer from Hanoi.
