Great Increase in Legislative Costs

A biannual legislative session cost more under the new constitutional amendment than under the old system. Regular sessions rose from about $158,570 in 1919 to roughly $388,664 in 1921, with higher salaries and printing expenses driving the jump. Printing and distribution alone increased by about $90,000, while salaries and clerical pay also climbed, despite some reform proposals.
