Dulles Welcomes Soviet Arms Cut Yet Warns Against Relaxation
Secretary of State Dulles welcomed Moscow’s plan to reduce armed forces by 1,200,000 within a year as a sign of possible restraint but said it does not justify easing U S strength. He noted the United States has cut its forces by over nine million since World War II and suggested the Soviet move may free manpower for industry and agriculture.
