UPI reports U.S. envoy John Bartlow Martin held exploratory talks with rebel Col Francisco Caamano Deno to seek a settlement of the Dominican crisis. Papal nuncio Emanuele Clarizio organized the meeting with Hector Aristy present. The State Department avoided confirming any outcome.
Moscow reports Luna 5, a 144 ton unmanned probe, will attempt a soft lunar landing at 3 15 P M EDT. A successful touchdown would give the USSR a four month lead in the moon race. The mission includes braking rockets to soften impact and may transmit signals from the Sea of Clouds area. The United States plans a Ranger and Surveyor effort with different landing speeds and no braking system.
Funeral services will be held for Frank E. Vanscoy 67 at Kerens Thursday after his farm tractor overturned on him near his home in Mon trose. Randolph County coroner Charles L. Leonard says Vans coy appeared to become ill and lose control. death due to crushing injuries.

West Virginia lawmakers heard a plan for a special agency to oversee officials and employees to curb conflict of interest and graft. The initiative aims to recover misappropriated funds and reduce state revenue losses, with a two year request for 19000 dollars to support further research.

Stockholders of the Milwaukee Road and Union Pacific voted Tuesday to merge their lines with the Northwestern and Rock Island railroads. The overwhelming approval signals a broad trend toward railroad consolidation. William J. Quinn, president of the Milwaukee Road, called merger the order of the day and a necessity in the industry.
