Three of seven committeemen were present but Senator Hastings Republican Delaware voted by proxy to create a majority. Chairman Lewis Democrat Illinois moved adoption of the Davis resolution and Senator Van Nuys Democrat Indiana seconded with a suggestion the inquiry begin with Pennsylvania relief complaints. Senator Holt Democrat West Virginia pressed for the investigation.
