Premier Khrushchev declared Russia had orbited a new spacecraft and developed an intercontinental rocket invulnerable to anti missile defenses. He spoke at a Kremlin rally ahead of Soviet Supreme Soviet elections, noting the craft circled Earth though mission details remained unclear.
Soviet Premier Nikita Khrushchev told a Moscow election rally that the road to the East is closed forever to Western powers through Berlin. He warned that two German states exist and urged a German peace treaty while calling for broader disarmament and Western failure to recognize Soviet aims. He also pledged to make West Berlin a free Democratic city and asserted the USSR would overtake the United States economically by 1980.
Rep. Joel T. Broyhill seeks congressional adoption of an official National Anthem version. He secured Constitution Hall and arranged an Army band demonstration to rally support for the proposal.

Gov. W. W. Barron said he was pleased with his Washington trip to meet President Kennedy and ARA officials. He urged expediting West Virginia applications for loans and grants to boost economy, including a $46,000 loan for Pruitt Manufacturing, a $1.07 million grant for a Sightseeing Center near Sugar Grove, and a $220,920 grant to finish purchasing the Cass Railroad. Sens. Jennings Randolph and Robert Byrd joined the discussions to cut red tape and move three projects forward.
Connie Lawrence Simon of Wyoming County received 5 to 18 years in Wyoming County Circuit Court on a second degree murder conviction. He shot his son-in-law Buel Cline on September 28, 1961 after an argument over an electricity bill. It marked the first jury-tried second degree murder conviction in the county since 1942.
UPI reports two high ranking members of the U.S. Communist party, Gus Hall and Benjamin K. Davis, were indicted by a federal grand jury for failing to register as Reds. They were jailed briefly, released on recognizance, and expected to post bonds. Davis faces six counts and Hall five, each count carrying up to five years and a $10,000 penalty per day of violation.

Concord College Music Instructor David Albaugh will direct the outdoor drama Honey in the Rock this season succeeding William Cruser. Auditions April 7 at Grandview State Park Amphitheatre run 10 am to noon with callbacks 2 to 4 pm. Albaugh previously taught at Concord since 1961 and has chorale directing experience at Illinois State Normal University and the University of Michigan, plus work with the Robert Shaw Choral Society.
NASA grounded Mercury astronaut Donald K. Slayton for an irregular heart rate, appointing Scott Carpenter to take his place on Mercury Atlas 7. Slayton, 38, was to fly a three orbit mission after John Glenn, with the MA7 flight now delayed.
An attorney for a firm bidding for an Army contract protested FMCs selection and alleged possible overcharges. The House subcommittee questioned FMC pricing, noting $23,595 per vehicle under a negotiated contract versus $20,128 under a later bidding award.
