The panel will study all phases of manpower use, including training and school dropout links to workforce needs.
Clarence Lantz, 30, of National, was killed Sunday when a boulder fell on him at an abandoned strip mine near Morgantown. Cecil Watson, 29, also of National, was with him and said the rock dropped as they walked the mine. Watson left to seek help after trying to move the boulder.

Rome (UPI) Pope John XXIII greeted Jacqueline Kennedy in one of his longest private audiences, a half hour in the Vatican library. The 80 year old pontiff and Mrs. Kennedy spoke in French, she knelt and kissed his ring twice, dressed in a black ottoman gown with a mantilla.
Nationally known fashion designer Don Loper was arrested on suspicion of a felony hit and run after a three mile chase led by comedian Jerry Lewis and other motorists. Loper posted $1,000 bail and was later released on a writ, with police noting he may have taken sleeping pills and refused a sobriety test.
