Peace Plan Sealed Amid Optimism and Reservations
The peace conference closed with statements of optimism from William P. Rogers and Andrei Gromyko while South Vietnam and Canada expressed only partial satisfaction. The accord commits signers to uphold peace in Vietnam and Southeast Asia and to return to talks if hostilities resume. Rogers paused a boycott to sign, and Canadian External Affairs Minister Mitchell Sharp warned the plan may not go far enough. A key issue remains POW releases and the cease fire, with questions about enforcement and responsibility if trouble arises.
